I have heard that gas station attentants have to fill up your gas tanks rather than having self-service. Is this true or a rumor? Is it state law? Also do any other states restrict self service?

    Pump jockey union.

It is especially great when you have to wait in line for twenty minutes for gas on the Jersey Turnpike on a holiday weekend because they only have two guys working the pumps. And they need to take ciggy breaks every two minutes.

Yes it is a state law and every single gas station has a personnel who pumps your gas for you. I'm thinking it's done for safety reasons, not sure though.
